筆者が住む鹿児島県南九州市高田では、増え続ける空き家が問題になっている。2年前から移住希望者に空き家を貸す活動をしている筆者。最近、政府から3棟の家を改修するための支援金が届き、現在1棟目の改修工事を進めているという。

Rachel: The Okinawa gubernatorial race is heating up, isn't it?

Kenichi: What is "goober material"?

Rachel: Gubernatorial. It's what you call something that's related to a governor. I'm talking about the election for Okinawa's governor. Can you explain what's going on with the land reclamation work in Henoko? I remember the prefectural government losing to the central government in the Supreme Court some time back, but now it's doing something again to prevent the national government from doing landfill work, right? How can they do that when they've already been handed a court ruling?

Kenichi: The ruling you're talking about was in 2016, when then-Gov. Onaga canceled approval for land reclamation to build a new U.S. military base in Henoko that his predecessor had given to the central government. The reason that is given for the cancellation of approval is that a problem had been overlooked at the time approval was given.

Rachel: OK. And that move by the Okinawa government was ruled illegal by the Supreme Court.

Kenichi: Right. Now, the prefectural government says it is withdrawing approval, because problems came up after approval, like environmental conservation measures not being properly taken.
